The Inter-University Council at its third meeting yesterday received for its in- formation copies of the confidential Report of the Hong Kong University Advisory Committee. The Council expressed its very great interest in the report and instructed me to record, for the information of the Secretary of State, that the Council gives general approval to the con- clusions and recommendations in the report.
I therefore transmit this record of the Council's opinion to you.
